Be more specific in your title... '10 Best U.S. cities'. I was guessing world cities.

What is this based on? I have a very difficult time believing that Salt Lake City has a better public transit system than New York, or that Los Angeles is better than DC or Chicago, which don't even make the list.

Well, it may be that the cities are more developed, so that it is easier to get around the entire city. There is a lot of places in New York and Chicago that is not covered by the subway system, and buses can be a VERY unpractical sort of transport in the big cities.

As someone who lives in Chicago and has travelled to many of these cities without a car I do not agree with this at all. The busses in Chicago can take you anywhere that isnt covered by the trains...

What is this based on? Source? Philadelphia has a very extensive public transit system too- though, if you're talking about cleanliness, then yeah, leave Philly off...lol

Salt Lake does have a useful light rail and commuter rail. I'm skeptical of any list like this that doesn't have DC - the Metro will get you anywhere in town almost and the buses easily plug the holes in the rail circuit.
