| @Nanook: There are indeed other circs than being a Privy Councillor that entitle one to be "Right Hon"; however, since Bertie was no more a peer, a Lord Mayor, Chairman of the LCC or Prime Minister (or indeed Governor General or Chief Justice) of Canada than he was a PC, they don't apply. It's possible, as Northcote Parkinson supposed, that he may have become the Earl of Yaxley at some unspecified point after all the stories have finished, at which point he'd have been Rt Hon with the best of them, but this certainly didn't happen on Wodehouse's watch, and is speculative in any case.
