The simple one is that Myrtle does /not/ have the ability to throw stuff around - she can't touch or interact with physical objects. She's certainly disruptive because of her moaning, but a poltergeist is specifically capable of physically moving objects.
The second answer is more specific to JK Rowling's universe. Poltergeists - in her words - are spirits of chaos and are created where chaos and emotions are active, such as a thousand-year-old school. They also usually do not have a visible form; Peeves is a special case, because he is such a strong spirit. This is from Pottermore, and I'm not sure if it holds true for 'real world' poltergeists. Myrtle, on the other hand, was a just normal human girl who died and stayed on as a ghost.
