In the annual address, the president often sums up the national state with one or a few words. Years when he didn't are omitted, and versions of a word remain different ('blue' not same as 'bluer').

Wonderful idea for a quiz, though I would suggest summing up each one with one word only, to make it more fitting as a quiz, and leave out ears in which this cannot be done.

It accepts a single word for those years (or several) if that phrase contains adjectives that could have stood alone.

This might work better in reverse. Find a memorable or pithy quote from each president's SOTA, and ask to ID the President. Of course, you'd need to require answers in order, but you could also have multiple entries from the same president. The 3rd column (year) would have to remain hidden until the correct president was answered.

You can say many things about Ford, but a dishonest is not one of those things. Imagine a president calling the state of the union 'not good' in the last 30 years.

A good strategy is to guess something obvious like "strong" and then guess all the other things that come up in the quotes.
