Notes: Rate+ is not a magic wand. Nobody is arguing that these are the greatest quarterbacks of all time, purely because of a single number. All the flaws of passer rating are inherited by Rate+ Still, it is a useful tool for comparing passer efficiency across eras, and when evaluating a quarterback, most people would probably agree that you should start with his ability as a passer. A note to critics: only one person on this list who is eligible for the Hall of Fame is not a member.

Another note: The lowest five passers on the list, in descending order, are Mike Tomczak, Marc Wilson, Trent Dilfer, Joey Harrington and Rick Mirer. Mirer scored an 80, a full five points lower than Harrington.
