Aside from what's already been mentioned, India and the Philippines, while not fully independent (or, in India's case, independent at all) during the war, were considered distinct and separate members of the Allies. I'd also add that the Sino-Japanese War began in 1937, but was not considered part of World War II until 1941, when the Japanese attacked Britain, the US, and the Netherlands, so it makes little sense to call China an Ally in 1939. |
