how are we supposed to know what order they're in?

Yeah the order is not even quite alphabetical although it looks like you tried to make it that way. I really don't see what making us answer in order adds to this quiz, it would be tricky enough as it is with just one minute.

And to top it all, you can only make guesses for the first answer. Completely pointless.

Fixed it. It wasn't meant to be alphabetical. I apologize if you thought that. For some reason the quiz wasn't showing the clues that I put in. Now you should understand the purpose of the order and short time.

Monaco doesn't belong here, it's a city state. Monte Carlo is just its largest district. You wouldn't rank Brooklyn among the largest US cities, would you?

Monaco is recognized by the UN and the EU as its own independent country.

@Sulli: the quiz went from impossible to too easy. Sporclers are going to be able to get 100% in this quiz based solely on their knowledge of country's capitals. My suggestion is to use the "Hide 3rd Column until answered" Game Option. Now players will have to guess European countries based only on knowing their capital city is not the largest city. Most players will know those countries anyway, but it will be more challenging than it currently is. The distance between cities hints become more useful now. A 2.8 km distance suggests a very small country. Or is it a situation like Colombo and Sri Jayawardenapura-Kotte? In other words it requires more thought from the player.
Take a look at this quiz to see what I mean: http://www.sporcle.com/games/hminion/distancelargest
The hints are suggestive rather than definitive.

I think what cuendillar was getting at is not that Monaco isn't a legitimate sovereign country, it's just that it's a city-state, so it's a country that doesn't really contain cities, it's all just one city. Monte Carlo and Monaco are quarters in the city-state of Monaco. See: http://www.citypopulation.de/Monaco.html
