You missed Atyrau, Kazakhstan. The city has 240,000 inhabitants and lies right on the border of Europe and Asia, on the banks of the Ural river.

I believe that if anything in Kazakhstan can be considered European (and I think that magareto is right), then Ankara is in Europe.

No, Ankara is not in Europe. Atyrau is partly, geographically in Europe (like Istanbul), but since Kazakhstan is considered an Asian country, I wouldn't include it as a full answer. I was wondering myself where Almere is, but I know now: City Mayors' information is from 1996~1998. Too outdated, I'd say.
