Ulyanovsk (1,180,000) seems to be missing.

I looked at the sources, and interestingly enough they omitted Ulyanovsk altogether. The figure of 1.18 million appears in the Russian Wikipedia article, but the government sources I looked at pointed to a number closer to 700,000. Thanks for pointing that out, though - it still makes the list!
