You really need to define the term "community." You obviously don't mean larger cities and townships, but I had no idea what I was trying to guess.

All 4 games are set up to every possible location. I know its a bit off, and its a way to relieve boredom. Municipality is the legislated ones, community includes lower stuff that isn't legislatively a borough, township or village
