| Sorry, but this source definitely isn't the greatest. The source even mentions that "In collecting literacy data, many countries estimate the number of literate people based on self-reported data." Cuba being at the top of the list could easily just be because the government of Cuba gave those statistics. Also, the reason why all those countries are tied at Rank 19 are because they no longer feel the need to accurately identify the literacy rate because it is so high (over 99%). Essentially, a more accurate representation of the actual statistics would be to rank all those at #19 as #1. |
