Missing Kosovo, but Kosovo, Taiwan, and Vatican City shouldn't count, as they can't sign it as they are not UN member states. I'd make a note and take those two (three if you include Kosovo) off the list.

If you have Kosovo, Taiwan and the VC here, who aren't able to sign the Protocol as they're not UN members, you should include every other territory on Earth that hasn't signed it too. Antarctica, for example.

Yea, Chinese emissions have more than doubled since the Treaty was signed, dwarfing all reductions committed by other countries, which was small to nonexistent.
