On Die Another Day he is moved to the Falklands, which could be a bonus as I guess its technically UK. Also, I swear they are in South Korea for a while: Bond is traded at the border and they are in the demilitarised zone for ages on the South Korean side.

West Germany is the equivalent of modern day Germany, and should not be a separate answer. Germany should give West Germany. And before you vote me down, just look it up.

Nambutu should be a bonus answer for Casino Royale, as Bond chases a bomb maker to their embassy in Madagascar at the beginning of the film. Technically the embassy is on Nambutu soil.

Why would Bond want to go to Canada? He hasn't shown much interest in hockey or maple syrup. Although in For your Eyes Only he did a good job taking out 3 hockey players.

Russia doesn't give you USSR, Germany doesn't give you East and West, but Portugal gives Macau and UK gives Hong Kong. I don't get it.

@mkgrenwel: Hong Kong and Macau were never sovereign states, whereas the USSR, E. Germany, and W. Germany used to be.
