	French departments are way more important than the regions. The regions are basically just a large, awkward grouping of departments for certain administrative reasons, that sometimes resemble (although rarely too closely) the old pre-Revolutionary provinces. The departments have been the principal units of local administration for over two hundred years now.

	@johnlk: At first I thought it would be the departments, but then I looked into it and the regions are technically the top level subdivisions. @D3nn1s: I was considering explaning this in the extra info section. The Kingdom of the Netherlands consists of the Netherlands, Aruba and Netherlands Antilles. Those are the constituent countries of the Kingdom of the Netherlands, which really is the overall sovereign entity. I wasn't entirely sure whether to go for that or use the subdivisions of "the Netherlands".

	Also, Ireland has 4 Provinces (although part of the province of Ulster is in the UK).
