You also need to accept DnEpetrovsk. See http://en.wikipedia.org/wiki/Dnipropetrovsk. And a source would be nice.

I think it's silly to have it be countries that have Slavic as a language in any sense. You should have made Slavic majority nations.

I think what Zephos is getting at is that the current criteria allows for two primarily non-Slavic cities (Almaty and Bishkek) on here. But both cities have a large Russian minority, so I'm fine with them being here.

you should make this for countries other than Russia since over half the answers are Russian cities.
