| Well, if you asked someone who lives in Cayenne where his national capital is he would say Paris. He votes to send a representative to Paris just like a Frenchman who lives in Lyon, he votes for the European Parliament, is part of the EU, uses the Euro. And yet he lives in South America. Given this situation the alternatives are these. Do we ignore the fact that a part of France exists in South America, essentially pretend that the part of land upon which French Guiana sits doesn't really exist in South America? Or do we recognize that a part of France exists in South America (just in the same way we acknowledge that Hawaii, a part of the US exists in Oceania), that France should count as a country of South America (and a country of the Caribbean and one of the Indian Ocean), a logical consequence of which is that, yes, Paris is the capital of a country located in South America. I know which way I would come out on that question but I recognize it's open to debate and that others will have different opinions. |
