Following a link from there, I got to the 2010 survey http://www.mercer.com/knowledgecenter/reportsummary.htm?idContent=1095320 which has an even more surprising list. On this, Luanda (Angola) is the most expensive of all, and the list overall is very different from the one you've used.
And as paulio_ham said, this is a survey of cost of living for expatriates, comparing prices of high quality housing, (often imported) food, clothing, transport, household goods and entertainment, and generally not the things the local populace would require (certainly for most of the African cities, at least). |
