You may want to include a comment that a state can be counted twice if it forms two separate borders of the US. Well I guess I just did.

I think you also need to say that Lake Michigan doesn't count (just say it goes along the ocean borders and international borders). I lost some time there.

On second thought, that won't work either. Going along the international border you would skip from Minnesota directly to Michigan because Wisconsin borders the part of Lake Superior that is entirely within the U.S. So you either need to include the states along Lake Michigan or else exclude Wisconsin to be consistent.
