You have a bunch missing: France, Monaco, Andorra, San Marino, Liechtenstein, and Luxembourg. Also, you need to accept Ottoman Empire for Turkey.

I think it's arguable that the microstates weren't fully sovereign (with the exception of San Marino). But France and Luxembourg are definitely missing.

@johnnlk It is not. Monaco was granted full sovereignty with the Franco-Monegasque Treaty of 1861. Liechtenstein became sovereign in 1806 by joining the Confederation of the Rhine. Andorra became sovereign in 1278 but was occupied several times although not during 1914.
