| Yeah Hoxha definitely qualifies, Chiang is a little less awful, but he was certainly an authoritarian ruler of a one-party state, so I have no problem with the inclusion. The only other ones I might question are Jaruzelski (who eventually came around to negotiate with Solidarity, though he cracked down hard in the early 80's) and Attila, who was a typical tribal military leader of the time, though certainly brutal to his opponents in battle. |
