I don't think you can count Jakarta, Semarang, Surabaya and Singapore, They are not on the coast of the Indian Ocean. Also Kuwait city, Dubai and Jeddah are disputable.

Dar es Salaam is not big enough according to the source. Like I said I used CIA's definition of the Indian Ocean, but I'll change it around a bit. I'll remove all the extensions of the ocean such as the Strait of Malacca, Red Sea and the Persian Gulf.

Mombassa is in Kenya; you've got Nairobi. Also, Dar es Salaam doesn't work, even spelled exactly like the answer.
