Could you accept Nordrhein Westfalen? Thanks for the clarification on what you mean by state, it's quite difficult though as none of them really equate to one standard - eg. country is very different to a prefecture. Maybe you could make the 3rd column viewable from the start?

Well England is the highest subdivision of the country called the UK. In the UK we just so happen to also call our subdivisions countries. Technically it's the same situation in Germany. Their states are officially called "Länder" which is the same thing they call countries. "Bundesländer" is a colloquial term to avoid confusion. If only something similar would catch on in the UK. (aren't I clever, I can read wikipedia)

I was thinking of shires for the UK. The British don't call England, Wales, Scotland, and Northern Ireland states. I should have read your definition of a state, but it threw me off a little bit for the UK.

USA:State::UK:Country. It is the highest level of genuine national sub-division, and some of them even have their own legislatures now.

I was typing in counties for the UK one I thought that was what it meant - you should make it clearer.
