I think the wording "offical language" here is very misleading. According to http://en.wikipedia.org/wiki/German_language, German is only official language in six countries plus one region of Italy. It is recognised in certain municipalities in a number of other countries as well, but it's certainly not an official language in places like France, Russia or Poland (although it does hold a status as recognised/auxiliary/minority language in some areas of these countries).

One does not speak German in France but Alsatian, a low Alemanic German dialect.

German is not an official language in Luxembourg, Italy, Hungary, Slovakia, Romania, Vatican City, Denmark, France, Namibia or Russia. While German is spoken in all of these places, it is not an official language.
