For those wondering where the US is: parts of Alaska weren't surveyed until the 1950s. The Lower 48 was completed by 1881 (the Oklahoma Panhandle).

How can Russia have completed its topographical survey in 1720 when large areas in central Asia and the Caucasus did not come under Russian control until the mid-19th century? Same thing for the German states, all of which gained lots of new territory after the time of the listed surveys.

The year listed is when the survey was initiated, not completed. In the cases of Sweden and Bavaria, these early surveys were not continuous efforts with the published surveys available by 1885, but represent the first modern, scientific surveying efforts in those countries

My understanding is that substantial parts of the "wild west" were unsurveyed in the late 19th century. My source, Brown's Story of Maps, lists the countries with complete and published surveys at the time of the first world geographic conference - whose express goal was to make a modern scientific world map. The US was not considered to have completed national surveying efforts at that time.
