In Spanish you say "perdón" when you did something to hurt/offend. When you're just expressing sympathy you say "lo siento".

Your German answer is more along the line of "excuse me", whereas the catch-all version of sorry is "es tut mir leid" (literally "it does me pain", very German of them); it seems that's what you're going for, what with 'Scusi' and 'Perdón', so perhaps you should clarify you mean 'sorry' in that context.
