Montana doesn't ONLY border other landlocked states; it borders Canada.

@daveon my guess is that because Iowa borders Ill which borders a great lake it isnt counted and the Dakotas border Minnesota which touches a great lake also. just guessing though.

Montana shouldn't be included; even if provinces counted, it has a border with British Columbia which has a coastline.
