| @simon78: the difference between Suriname/French Guiana and Morocco/Ceuta and Melilla on the one hand, and Spain/Gibraltar on the other, is that French Guiana, Ceuta and Melilla are integral parts of their 'parent' countries - laws passed in Madrid apply in Ceuta and Melilla, citizens of French Guiana vote in French parliamentary elections etc.; they just happen to be on a different continent to the main part of the country. The same is not true of Gibraltar - although not an independent country, it is self-governing; UK laws don't apply there, its people are not UK citizens, and it isn't part of the EU. |
