Quite a lot of these (Merkel, Cameron, Berlusconi, Singh, Netanyahu and Kan) are heads of government rather than heads of state, so shouldn't be on the list (or you could change the title to allow heads of government and add Putin).

I don't understand this list at all. I'd really like to read Forbes' justification for these choices. It's a strange mix of economic, strategic and social influence.
