I'm convinced that this song was written by environmentalists who were tired of people not listening when they told them that releasing balloons is a form of pollution. "They don't care about sea turtles? Maybe the threat of nuclear war will get through to them!"

The early eighties was full of hit songs about thermonuclear war. Besides this song there was "Red Skies at Night" by The Fixx, "Dancing With Tears in My Eyes" by Ultravox, "Forever Young" by Alphaville ("Are you gonna drop the bomb or not?") "1999" by Prince ("Everybody's got a bomb, we could all die any day").

This song is actually about the Berlin Wall. The tension in East Germany during the Cold War was ridiculous to the point that if they saw a large bird (or 99 red balloons perhaps) on the radar over the boarder, they thought it was a missile attack.
