These numbers are reported by the Witnesses themselves, who – due to their stance of believing in God's governmental authority over man's – determine "countries" differently than most organizations. I added major territories together (like the United States and Hawaii, which they count separately), but I did not include congregations in minor territories because it did not change the top twenty. How is their Japan figure even correct? Only 2% of the population is any kind of Christian.

@folio1701: The majority of people who attend Jehovah's Witnesses services have not formally converted to the faith, and they also only do adult baptism, so the number of people who are officially members is dramatically smaller than the number of those who attend services. It looks like people affiliated with the JWs make up 0.17% of the population (~220,000 members), and that the average congregation size is ~70, so I don't think it's completely unreasonable. It's just a lot of relatively small congregations, which is normal for JWs.
