I think the standard list replaces Ommelanden and Drenthe with Tournai and Walloon Flanders (i.e. Lille, Douai, and Orchies).

@johnlk: You're right. Drenthe was not one of the 17 nor was it part of the seven united provinces after the North split away. Drenthe was too small to be given a seat in government. Ommelanden is part of Groningen. The correct name is Groningen stad en Ommelanden (Groningen city and surroundings).
