When did the Byzantines rule Mesopotamia? And the city was officially named (and universally called in the west) "Constantinople" until 1930, well after the end of the Ottoman Empire.

The Romans and Byzantines ruled all or part of Mesopotamia at various time up to the Muslim conquest, but they are hardly a "Mesopotamian empire". Also, what about the Seleucids? That's what I thought of when I saw Ecbatana.
