Not sure if I would consider Nicholas II's death an assassination. The family was captured and executed in the midst of a full-fledged revolution. If you want another Russian, maybe Trotsky?

Indira Gandhi was assassinated in New Delhi. Bhubaneswar was where she gave her final speech.
