Originally my idea was for all of the FBS schools that haven't been ranked in the final ranking, but I discovered that only 9 of the non-BCS schools had been ranked in the final ranking.

I like the idea of the game, but what about the Big East schools?They're an automatic qualifier conference too. I believe Syracuse, Louisville, Cincinnati, and West Virginia have finished in the BCS standings before, but none of the others have.

Pitt was ranked in 04 & 08, Rutgers in 06, and USF & UConn were ranked in 07

They weren't ranked in the final ranking though. Your source doesn't show the final rankings. There's a difference between the week 8 rankings and the final rankings. ESPN.com shows the final rankings for every year. http://espn.go.com/college-football/rankings/_/year/2008/week/16

The BCS doesn't recalculate after the bowl season. I think your confusion is in the fact that the BCS refers to their rankings on their own schedule rather than CFB's schedule. So Week 1 of the BCS rankings is really week 8 or so of the season.
