City status is given by royal charter, so there is an official list. Some people claim, contrary to the legal definition, that a city is any place with a cathedral, but in that case you'd have to include Perth, Elgin, Brechin, St Andrews, Kirkwall, Dunblane, Dunkeld, Fortrose, Dornoch and Whithorn. |
