Don't really understand your Kyrgyzstan comment, if you're considering Y a vowel, you should point that out.

Y is functioning as a vowel in Cyprus, Egypt and Kyrgyzstan, so they do not fit the criteria.

Seychelles shouldn't be allowed unless you also allow cyprus and egypt. In other words, you need to be consistent about allowing y or not allowing it.

Yeah, I had some trouble with the Y's. I think it's pretty clear that Y is a consonant in Yemen, and also that it's a vowel in Cyprus, Egypt and Kyrgyzstan. Seychelles, on the other hand, is a bit more tricky, so I ended up putting it as a bonus because I think you can argue it both ways.
