I looked at the source. The chart is asking for "Inflow of foreign population by country of nationality" and gives data for the single year of 2003 only. That's rather more specific than "foreign born population" and results in much lower numbers than one would expect. Belgium is far more diverse than this chart indicates. It's also why various EU countries rank so high, there's a lot of flux relating to the EU. I recommend revising the title.

@britain33: That explains the extremely low numbers. I had thought "Maybe most foreigners were actually born within Belgium". A foreign born population normally should include foreign born native nationals along with the foreign expatriates, immigrants, and citizens of foreign origin.

Please accept DRC. The former 'Belgian Congo' was one of my first guesses and the only one I missed, which I'm sure is the case for many people.

@bart122333: The most people from Turkey, Greece, Italy, ... are now in second generation immigrants so most of them have the Belgian nationality, that is why you never see them in any statistics :)
