| greasytony, the Academy rules say that all countries outside the US may be considered, and they are: both Canada and the UK have had films nominated in the category, and both of them are primarily English speaking countries. It's hardly a cheat, in any case. Clint: Obviously true - they do have the State Department, though, which basically counts.
