Yes, the map is messy. I know. I started at the top, so the problem didn't appear before I got down to the southeastern parts of the map, at which point the quiz was practically finished. Norway is a mountainous country, with most of the population centers clustered around the southeasern coastal areas. If you just study the map a little, it's pretty clear which number applies to which dot. The 62/69-dot is there because city #62 and #69 is practically the same city, only separated by a bridge. The map was too small to give both cities their own dot.
The cities are sorted alphabetically in their respective counties, and the counties are sorted kinda-counter clockwise from the top.
I've also included a few cities that have lost their city status as bonus answers.
For the Norwegian letters Æ, Ø and Å, use AE, O and A.
